HSTES B.Tech Admission 2026: JEE Rank, Fee & EWS Seats

HSTES B.Tech / B.Arch Admission 2026-27: Overview and Key Facts

If you have been tracking Haryana engineering admissions, the Haryana State Technical Education Society (HSTES) has officially released its Admission Brochure for B.E./B.Tech. and B.Arch. programmes for the session 2026-27. Admissions to B.Tech. courses will be made strictly on the basis of JEE (Main)-2026 inter-se merit through two rounds of online off-campus counseling at techadmissionshry.gov.in, while B.Arch. admissions use a combined NATA-2026 and qualifying exam score in a 50:50 ratio. One angle competitors miss: EWS candidates get 10% supernumerary seats over and above the regular sanctioned intake – a significant advantage that many applicants are unaware of when choosing whether to apply under this category.

Quick Eligibility Check

You MAY be eligible if:

  • You have passed 10+2 with Physics and Mathematics as mandatory subjects, along with Chemistry/Computer Science/IT/Biology/Biotechnology or other relevant subjects as per AICTE norms.
  • You scored at least 45% aggregate in the relevant subjects (40% for SC/SCD/BC/PH and other reserved categories of Haryana).
  • You have a valid JEE (Main)-2026 Paper-I All India Rank for B.Tech., or a valid NATA-2026 score for B.Arch.
  • You are appearing in 10+2 this year and expecting to pass – you can participate in counseling subject to fulfilling the eligibility at the time of reporting.
  • You are a Kashmiri Migrant – you get a 10% relaxation in the cut-off percentage subject to minimum eligibility.
You are NOT eligible if:

  • You do not have Physics and Mathematics as subjects in 10+2 (mandatory for most B.Tech. branches).
  • Your aggregate in the relevant subjects is below 45% (below 40% for reserved category).
  • You have passed your qualifying examination from a fake or UGC-declared unrecognised institution (see HSTES Appendix-E).
  • You are a candidate from outside Haryana and are claiming Haryana reservation – out-of-state candidates can only apply under Rest of Haryana Category (RoHC) for B.Tech., which is limited to 15% of sanctioned intake and available only up to the 2nd round of online counseling.

Candidates from other states should note: if your Aadhaar number is already linked in Haryana’s PPP (Parivar Pehchan Patra) database, you cannot register as an out-of-state candidate – you must use your PPP ID and will be treated as a Haryana resident.

Seat Distribution and Category Analysis

Category / Quota Percentage / Allocation Nature
Rest of Haryana Category (RoHC) – B.Tech. only 15% of sanctioned intake Regular (open up to 2nd counseling)
All India Category (AIC) – B.Arch. only 15% of sanctioned intake Regular
State Quota (Haryana residents) 85% of sanctioned intake Regular
Haryana Open General Category (HOGC) 50% of State Quota Regular
Scheduled Caste (SC + SCD) 20% of State Quota Reserved
Backward Class A (BC-A) 16% of State Quota Reserved (rotational with BC-B)
Backward Class B (BC-B) 11% of State Quota Reserved (rotational with BC-A)
Physically Handicapped (PH) 3% of State Quota Reserved
Economically Weaker Section (EWS) 10% of sanctioned intake per course Supernumerary
Kashmiri Migrants (KM) 5% of sanctioned intake per course Supernumerary
Tuition Fee Waiver (TFW) Up to 5% of sanctioned intake per course Supernumerary
Girls (Horizontal reservation) 25% in all categories except supernumerary Horizontal

The seat distribution structure in Haryana B.Tech. admissions has one critical nuance that most candidates overlook: EWS, KM, and TFW seats are supernumerary – they are added over and above the regular sanctioned intake. This means applying under these categories does not reduce seats available in the regular pool for general or other reserved category candidates. For EWS specifically, these 10% extra seats are available in all AICTE-approved institutions except minority institutions. An important condition for TFW seats: they are only created in courses where at least 50% of sanctioned intake was filled in the previous academic year, so TFW seats may not be available in every branch or every college. Within the SC category in Government institutions, 50% of the 20% reserved seats go to Scheduled Castes and 50% to Deprived Scheduled Castes (SCD) on a year-wise rotational basis. The 25% horizontal reservation for girls applies across all categories – meaning for every 4 seats in any category, at least 1 is reserved for girl candidates in that same category. Out-of-state candidates competing under RoHC should note that after the 2nd online counseling round, all unfilled RoHC seats are converted to General Category, and candidates from Haryana also become eligible for them.

Registration Fee and Application Fee

Category Registration Fee Refundable?
General Category ₹1,000 No – non-refundable
All Reserved Categories (SC / SCD / BC / PH / FF / ESM / KM / Girls / EWS) ₹700 No – non-refundable
KM candidate applying under both JEE Main and KM quota simultaneously ₹700 (one-time for both) No

The registration fee is paid once during online registration at techadmissionshry.gov.in and covers participation in the centralized online counseling. This fee is entirely separate from the semester/tuition fee deposited at the time of physical reporting to the allotted institute. Payment is accepted via Credit Card, Debit Card, or Net Banking through the online payment gateway. Note that the ₹700 rate specifically applies to Girls as a separate category – female candidates from the General category also pay only ₹700, not ₹1,000.

Fee Structure at Institutions

Institution Type Annual Fee Range (B.Tech.) Note
Government / Govt.-Aided Institutes (e.g., SIET Nilokheri, Ch. Ranbir Singh SIET) ~₹40,000 per annum Includes tuition, student fund, exam fee
University Departments (e.g., JC Bose YMCA Faridabad) ~₹1,09,903 per annum (1st year) Includes development, security, and one-time fees
University Departments (e.g., MDU UIET Rohtak SFS) ~₹45,512 per semester Self-financing stream
Private Self-Financing Institutes ₹47,200 – ₹90,000 per annum Fixed by A&FRC; varies by institute

Fee structures vary significantly across institution types. Government engineering colleges remain the most affordable option, while private self-financing institutes range from approximately ₹47,000 to ₹90,000 per year depending on the A&FRC order. An additional Admission Data Management Fee of ₹200 per admission is charged once by HSTES for all self-financing institution admissions. Candidates should verify the latest approved fee directly from the A&FRC website (afrchry.techeduhry.gov.in) before reporting, as fee structures are subject to change by regulatory order.

Age Limit

No minimum or maximum age limit is specified in this admission brochure for B.Tech. or B.Arch. admission. Age is not a criterion – eligibility is determined entirely by qualifying examination marks and JEE Main / NATA score.

Special Categories – TFW, EWS, KM, HGST, HARIHAR

Category Key Condition Seat Nature Basis of Admission
Tuition Fee Waiver (TFW) Annual parental income < ₹8 lakh (verified via PPP ID) Supernumerary, up to 5% per course JEE Main-2026 AIR
EWS Income & asset certificate from Tehsildar; family income within EWS limit Supernumerary, 10% per course JEE Main-2026 AIR (B.Tech.) / NATA+10+2 50:50 (B.Arch.)
Kashmiri Migrants (KM) Original migration certificate from competent authority / Relief Commissioner Supernumerary, 5% per course JEE Main-2026 AIR
Haryana Govt. School Topper (HGST) Topper of Science stream 2026 in Govt. school with min. 5 students; min. 50% marks 1 seat per branch per institute (within sanctioned intake) JEE Main-2026 AIR
HARIHAR Abandoned/surrendered child from Haryana Child Care Institution; approved by District Committee Under Open/EWS in Govt. institutions JEE Main-2026 AIR

TFW is particularly valuable: it waives the tuition fee entirely (other fees still apply) and is available only at AICTE-approved institutions where at least 50% of sanctioned intake was filled last year. The ₹8 lakh annual family income ceiling for TFW must now be verified through the PPP ID database – candidates without a valid PPP ID cannot claim TFW. KM candidates applying under both JEE Main and KM quota simultaneously need only pay the registration fee once (₹700) but must participate in online counseling separately for each category using different roll numbers.

Selection Process / Counseling Procedure

Step 1: Online Registration

Register at techadmissionshry.gov.in using your PPP ID (Haryana residents) or Aadhaar number (other state candidates). Complete all 7 registration steps including uploading photograph (max 30KB JPG) and signature (max 20KB JPG), filling qualifying exam details, and paying the registration fee. Haryana candidates’ category, income, and personal details are auto-fetched from PPP – these fields are non-editable, so update your PPP data before registering.

Step 2: Merit List and Choice Filling

After registration closes, HSTES displays the merit list. Eligible candidates log in, view available seats by category, and fill choices in order of preference. Fill maximum eligible choices to maximise the probability of a seat allotment. Lock your choices before the deadline – an unlocked choice list is not considered for allotment.

Step 3: Seat Allotment and Physical Reporting

Download the provisional allotment letter, then physically report to the allotted institute within the reporting period and deposit the semester fee. Non-reporting automatically cancels the allotment. Institutions verify all uploaded documents online; a provisional admission slip is issued only after successful verification. Candidates can upgrade seats in subsequent counseling rounds – but once allotted a new seat, the previous seat is permanently cancelled.

Your first 7 days after registering:

  1. Save your unique application number immediately – it is required for all future correspondence with HSTES.
  2. Verify your PPP ID data (name, DOB, category, income) at meraparivar.haryana.gov.in before the choice-filling window opens – PPP-fetched fields cannot be corrected after fee payment.
  3. If applying under TFW, confirm your PPP-linked annual family income is below ₹8 lakh and select TFW category explicitly during registration.
  4. Research college-wise fee structures at afrchry.techeduhry.gov.in so you have the semester fee amount ready before reporting dates.
  5. If applying for B.Arch., upload your NATA-2026 score card (PDF, max 100KB) and 10+2 DMC at the time of registration itself – missing these at registration means your B.Arch. application cannot be confirmed.

Refund Policy

Registration fee of ₹1,000 (General) or ₹700 (Reserved) is completely non-refundable under all circumstances. For semester/tuition fee paid to the institute: if a student withdraws before the course starts, the full fee minus a processing deduction of up to ₹1,000 is refunded. If the student leaves after joining and the vacated seat is filled by another student, a refund is given after proportionate monthly deductions. The last date for withdrawal for refund purposes is 31 July 2026. Institutions must complete fee refunds and return original certificates within 7 days of the withdrawal request. Original certificates cannot be retained by the institute under any circumstances.

How to Apply

  1. Visit techadmissionshry.gov.in and select the B.Tech. or B.Arch. course registration link.
  2. Sign up using your PPP ID (Haryana residents) or Aadhaar number (other state candidates). Note your unique registration number and password.
  3. Fill in all personal, category, and qualifying exam details. For Haryana residents, details auto-populate from PPP – verify carefully before proceeding.
  4. Upload your colour photograph (JPG, max 30KB) and signature (JPG, max 20KB). B.Arch. candidates must also upload NATA-2026 score card and 10+2 DMC (PDF, max 100KB each).
  5. Pay the registration fee online (₹1,000 General / ₹700 Reserved) via Credit Card, Debit Card, or Net Banking. Fee is non-refundable.
  6. After payment, check all details once more. Changes to PPP-verified fields are not possible post-payment; for other corrections, contact HSTES at onlineadmissionhelp@gmail.com or 1800-137-3735 before the registration closes.
  7. Participate in online counseling – fill and lock choices in order of preference during the choice-filling window as per key dates.
  8. Download provisional allotment letter, report physically to the allotted institute within the specified reporting dates, and deposit the semester fee to confirm admission.

3 rejection mistakes specific to HSTES B.Tech counseling:

  1. PPP data mismatch: Any discrepancy between PPP-fetched data (name, DOB, category) and physical documents at the time of institute reporting results in admission cancellation. Update your PPP data at meraparivar.haryana.gov.in before registering, not after.
  2. Wrong category registration by out-of-state candidates: Candidates whose Aadhaar is in the PPP database cannot register as other-state candidates – attempting to do so blocks registration entirely. Such candidates are treated as Haryana residents and must use their PPP ID.
  3. Non-reporting after allotment: Unlike some state counseling systems, HSTES cancellations for non-reporting are permanent and automated. The cancelled seat is immediately offered in the next counseling round – there is no reinstatement under any circumstances, including medical or family emergencies.

Frequently Asked Questions

What is the registration fee for HSTES B.Tech 2026 and is it different for reserved category?
Yes, the registration fee differs by category. General category candidates pay ₹1,000 while all reserved category candidates – including SC, SCD, BC, PH, ESM, Freedom Fighters, Kashmiri Migrants, Girls, and EWS – pay ₹700. Both are non-refundable regardless of whether a seat is allotted. Payment is online only via Credit/Debit Card or Net Banking.
How many EWS seats are available in Haryana B.Tech admission 2026?
EWS seats are supernumerary in nature and equal to 10% of the sanctioned intake per course. They are available in all AICTE-approved institutions except minority institutions. Because they are supernumerary, they are added over and above the regular sanctioned intake and do not reduce seats in any other category. EWS candidates must have an Income & Asset Certificate issued by the Tehsildar with income verified through PPP ID.
What is the minimum marks required in 10+2 for B.Tech admission in Haryana 2026?
A minimum of 45% aggregate marks in Physics, Mathematics, and relevant subjects is required for General category candidates. For SC, SCD, BC, and other reserved categories of Haryana, the minimum is 40%. Kashmiri Migrants get an additional 10% relaxation in the cut-off percentage, subject to the minimum eligibility requirement. These percentages are in the qualifying subjects taken together, not overall 10+2 marks.
What is the last date for fee refund if I withdraw from HSTES admission 2026?
The last date for withdrawal of admissions for the purpose of fee refund is 31 July 2026 as per the AICTE Academic Calendar. If you withdraw before the course starts, you receive a full refund minus a processing fee of up to ₹1,000. The institution must complete the refund and return your original certificates within 7 days. The registration fee paid to HSTES (₹700/₹1,000) is non-refundable in all cases.
Can I apply for both TFW and regular JEE Main counseling simultaneously in HSTES 2026?
Yes. Candidates can opt for multiple categories – JEE Main regular, TFW, EWS, KM, or HGST – simultaneously. You must opt your category clearly during online registration at techadmissionshry.gov.in. For TFW, you must explicitly opt the TFW category during registration and your annual family income must be below ₹8 lakh as verified through PPP ID. A separate Roll No. is issued for each category and counseling is conducted independently for each.
Is NATA mandatory for B.Arch admission in Haryana 2026?
Yes, a valid NATA-2026 score (or any other aptitude test recognised by the Council of Architecture) is mandatory for B.Arch. admission. The merit list is prepared from NATA-2026 percentile and the qualifying exam percentage in a 50:50 ratio. Candidates must upload their NATA score card at the time of online registration itself – not just at the time of physical reporting. KM, TFW, and HGST categories are not available for the B.Arch. course.
What happens if I don’t report physically to the allotted institute after seat allotment?
Non-reporting to the allotted institute within the specified reporting period results in automatic cancellation of the allotted seat. The seat is then offered to the next eligible candidate in the subsequent counseling round. There is no reinstatement of a cancelled seat under any circumstances – not even on medical or personal grounds. If you miss reporting, you can only try again in the subsequent counseling round if seats are still available.
Are there any scholarships or fee concessions for SC students in Haryana B.Tech 2026?
Yes. SC students benefit from two schemes: the Post-Matric Scholarship (PMS) from the Government of India, and the HSCSP Scheme from Haryana state which reimburses tuition fee for SC students with annual parental income between ₹2.5 lakh and ₹3.5 lakh, plus provides transport facility (bus/train pass) to all SC students not residing in campus hostels. An Aadhaar/UID number is mandatory for claiming any scholarship – claims without UID are not entertained. A minimum 75% attendance and appearance in at least one theory paper per semester is required to remain eligible.
